Hours are not the whole question. Which hours is.

A person's license credential determines the state, the license type, the renewal date, and the applicable cycle. Inside one state, an accepted completion counts once toward the total and may also demonstrate an included subject minimum.

If the credential or the published state table is incomplete, the product reports what is missing rather than guessing. Missing topic, delivery, provider, or accreditor metadata creates review work, and can never be used to produce a false compliant result.

A task is not a credit

Checking off a task never grants regulatory credit. An accepted matching completion closes the linked task automatically, and waiving a task excuses only the employer’s assignment. Those are different claims and the product keeps them separate.

A chain sees counts, not certificates

Somebody running twenty pharmacies cannot act on one pharmacist’s missing hour, and the pharmacy’s own administrator can. So the tier above gets the number and the route into the pharmacy that owes it.
